中国与中亚地区油气合作的风险分析及建议

Risk analysis and recommendations of oil and gas cooperation between China and Central Asia

经过20多年的发展,中亚地区已成为中国在海外重要的油气合作区,形成了全产业链合作模式,还具备陆上能源战略通道之一的“西北通道”。基于中亚地区的油气资源潜力和其已取得的成绩,重点研究了中国在中亚地区开展油气合作的政策与法律风险、社会风险、合规风险、汇率风险、资源及技术风险、能源转型风险。建议中国及所属企业从优化产业链结构、加强能源治理、强化金融合作、加强与俄罗斯的合作,增进民心相通等方面着手,促进中国与中亚地区油气合作的深化开展。

After more than 20 years of cooperation,Central Asia has become an important overseas oil and gas cooperation zone for China,China and Central Asia have formed a whole-industry chain cooperation model,and also has the Northwest Passage,one of the onshore energy strategic passages.Based on the oil and gas resources potential of Central Asia and its achievements,this article focuses on the policy and legal,social,compliance,exchange rate,resource and technology,and energy transition risks of cooperation in Central Asia.It is recommended that China and Chinese enterprises should attach importance to optimize the industrial chain structure,strengthen energy governance,financial cooperation,cooperation with Russia,and enhancing people-to-people bonds to promote the deepening of oil and gas cooperation between China and Central Asia.
