新形势下煤矿托管模式发展思考

Study on China's coal mine trusteeship mode under the new situation

对我国煤矿托管管理制度建设的现状进行了分析,认为,总体上托管管理制度的重心转向全面提升煤矿整体托管水平的安全质量管理。针对新形势下绿色矿山和生态文明建设、智能化煤矿建设与数字化转型、科技创新发展3个方面的变化,梳理出我国煤矿托管领域存在的问题和面临的挑战,并从行业顶层管理制度建设、双向绩效考核和协同共建长效机制3个方面提出建议措施,为煤矿企业托管模式向高质量发展提供解决依据。

Based on the analysis of the current situation of the trusteeship management system construction in China,it was considered that on the whole,the focus of the trusteeship management system had shifted to the safety quality management of comprehensively improving the overall trusteeship level of coal mine.Focusing on the new situation changes in green mine and ecological civilization construction,intelligent coal mine construction and digital transformation,scientific and technological innovation and development,the existing problems and challenges of coal mine trusteeship field in China were combed out,and relevant suggestions and measures were put forward from three aspects:the construction of industry top-level management system,two-way performance appraisal and long-term mechanism of collaborative construction,which provided a solution basis for the high-quality development of trusteeship mode of coal mining enterprises.
