论我国党媒体系新闻舆论的特殊价值

On the Special Value of the Press Public Opinion in the CPC’s Media System

新闻舆论是通过新闻方式形成的舆论,是我国党媒体系引导社会舆论的核心手段。新闻舆论正是在引导社会舆论的过程中显示出自身的特殊价值。基于哲学价值论视角,根据新闻舆论对社会舆论的不同作用方式而产生的价值效应,新闻舆论价值可分为反映价值和引导价值。我国新闻舆论工作的性质和基本任务,决定了引导价值在新闻舆论工作中具有首要性或根本性,决定了引导价值是我国党媒体系新闻舆论的特殊价值。新闻舆论引导能够对不同层面的价值主体产生一定的价值效应。保障人民的知情权、表达权和参与权,是实现新闻舆论引导价值的基础。因而,新闻舆论引导价值的良好实现,至少要从三个方面入手:充分报道新闻,保障知情权;全面反映人民意愿,保障表达权;推进党媒媒介治理平台的建设,保障参与权。

The press public opinion is a kind of public opinion produced by the way of news and the core means of CPC’s media system to guide public opinion,it shows its special value in the process of guiding public opinion.From the perspective of philosophical axiology,according to the value effect of different ways of press public opinion’s action on social public opinion,the value of press public opinion can be divided into reflection value and guidance value.The guidance value is the special value of press public opinion in the CPC’s media system,which is determined by the nature and the basic tasks of press public opinion work in China.Public opinion guidance can produce certain value effects on different value subjects.The people’s right to know,to express and to participate is the basis of realizing the guidance value,so there are three aspects to realizing the guidance value:fully reporting the facts to protect the right to know;comprehensively reflecting the will of the people to guarantee the right to express;actively constructing of the media governance platform to ensure the people’s right to participate.
