论我国高校学生会的制度变迁与改革之路

The Institutional Change and Reform of Student Unions in Colleges and Universities in China

高校学生会是一个由学校党委领导、校团委具体指导下的学生群众组织,具有自我教育、自我管理、自我服务的功能。从历史制度主义的视角审视,我国高校学生会已经从非正式组织转变为了正式组织;社会主义改造时期、社会主义市场经济体制确立时期、“十九大”之后的中国特色社会主义新时代是我国高校学生会组织改革的三次关键节点期。当前我国高校应该聚焦学生会的组织特点,从改变学生会组织的类行政组织定位、实现高校学生会组织“三自”功能、激发学生会组织的内生动力等三个方面进行改革,使学生会组织真正“回归初心”,成为学生群体中的“先锋组织”。

The university Student Union is a mass organization of students under the leadership of the school committee of Chinese Communist Party and the specific guidance of the Youth League Committee.It has the functions of self-education,self-management,and self-service(three-self function).From the perspective of historical institutionalism,China’s university Student Unions have changed from an informal organization to a formal one.The period of socialist transformation,the period of socialist market economic system establishment,and the new era of socialism with Chinese characteristics after the 19th National Congress of the Chinese Communist Party are the three key juncture periods for the organizational reform of university Student Unions in China.In the current upsurge of the reform of the university student union,colleges and universities in China should focus on the organizational characteristics of the student union.The reform should be carried out from three aspects:changing the administrative orientation of the Student Union,realizing the“three-self function”of the university Student Union organization,and stimulating the endogenous motivation of the Student Union organization.These developments make the Student Union truly“return to its original intention”and become a“pioneer organization”in the student group.
