党的十八大以来,习近平总书记十分重视依法治国和依规治党相互关系问题,先后作过一系列重要论述。他强调,全面依法治国必须正确处理依法治国和依规治党的关系,厘清"既依据宪法法律治国理政,又依据党内法规管党治党、从严治党"的基本定位,并将有机统一作为依法治国和依规治党关系处理的基本原则,以发挥互补性作用为基本功能,在实践中做到依法治国和依规治党统筹推进、一体建设。这为准确把握依法治国和依规治党的相互关系,深入推进全面依法治国提供了根本遵循和行动指南。

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to the relationship between governing the country according to law and governing the party according to regulations,and has successively made a series of relevant important remarks.For the relationship,Xi emphasized that we must correctly handle it to promote the rule of law comprehensively,including clarifying the basic positioning of"governing the country according to the constitution and law,and governing the party strictly according to inner-party regulations",regarding organic unity as the basic principle,taking the complementary role as the basic function,and coordinating and integrating in practice.Such remarks have provided a fundamental follow-up and action guide for accurately grasping the relationship between governing the country according to law and governing the party according to regulations,and in-depth advancement of the comprehensive rule of law.
