摘要 构建公立医院综合目标考核体系,探索、实践公立医院薪酬制度改革。通过建立涵盖医疗、教学、科研、人才、党建等院科两级综合目标与绩效考核体系,有效推进公立医院薪酬制度改革落地实施,医院运行效率与质量不断提升,核心竞争力不断增强,初步达到患者、职工、医院三方满意的效果。根据国家政策导向,结合医院发展现状和卫生行业特点,制定科学的考核指标体系和考核机制,合理体现医务人员劳务价值,可有效调动医务人员积极性,推动医院高质量发展。 The establishment of comprehensive objective and performance appraisal system, which covers medical services, teaching, scientific research, talent, Party construction and other departments, can effectively promote the reform of salary system in public hospitals, continuously improve the hospitals’ operation efficiency and quality, strength their core competitiveness, which can improve the satisfaction of patients, employees and hospitals. According to the national policy guidance, and combined with the status of hospital development and the characteristics of health industry, a scientific evaluation index system and assessment mechanism can be developed, which can reasonably reflect the value of medical staffs’ services, effectively mobilize the enthusiasm of medical staffs, and promote the hospitals’ high-quality development.
