摘要 针对重点开发区的工业化和城镇化水平优先发展的绩效评价指标难以量化的问题,采用层次分析法,计算经济质量效益、产业结构、资源环境、城镇化进程4个一级指标及9个二级指标的绩效评价指标权重,结合基础性地理国情普查和变化监测成果以及社会经济发展专题数据,能够综合评价重点开发区的发展状况。通过对江苏省主体功能区划定的26个重点开发区绩效评价的实验结果表明:所用算法能够结合工业化和城镇化水平优先发展要求,可以定性与定量相结合、系统化、层次化确定重点开发区的绩效评价指标权重,研究思路和方法对主体功能区中农产品主产区、优化开发区等领域评价指标权重确定有参考意义。 Aiming at the problem that it is difficult to quantify the performance evaluation indexes of the priority development of industrialization and urbanization in key development zones,this paper uses the analytic hierarchy process to calculate the performance evaluation index weights of four first level indexes and nine second level indexes of economic quality and benefit,industrial structure,resources and environment,urbanization process,combined with the results of basic geographical survey and change monitoring,as well as social and economic development Thematic data can comprehensively evaluate the development status of key development zones.The experimental results of the performance evaluation of 26 key development zones in the main functional areas of Jiangsu Province show that the algorithm can combine the priority development requirements of industrialization and urbanization level,and can combine qualitative and quantitative,systematic and hierarchical to determine the weight of performance evaluation indicators of key development zones.The research ideas and methods can optimize the development of main agricultural products production areas in the main functional areas It is of reference significance to determine the weights of evaluation indexes in development areas and other fields.
