摘要
针对干部员工安全意识淡薄,制度穿透力较弱,安全监管有效性不强等问题,结合石油工程专业作业战线长、野外作业多的特点,某石油工程公司将基层工作与HSE工作深度结合,管理重心前移至基层队,构建并实施“13331”安全工程,有效提升了基层安全管理水平。
In view of the problems such as weak structural shortage,weak safety awareness of cadres and employees,weak system penetration and weak effectiveness of safety supervision,a petroleum engineering company deeply combined grass-roots work with HSE work,shifted the management focus to grass-roots teams,and constructed and implemented the“13331”safety project,which effectively improved the grass-roots safety management level.
