Cooperatively Implementing the Major Regional Development Strategies and the Strategies for Coordinated Regional Development and Functional Zoning

党的十九届五中全会提出坚持实施区域重大战略、区域协调发展战略、主体功能区战略,健全区域协调发展体制机制,完善新型城镇化战略,构建高质量发展的国土空间布局和支撑体系。三大区域战略的提出背景、内涵特征和发展重点各不相同,但又互相关联、互相影响。为实现我国区域发展战略实施相互支撑、相互促进,可从规划协同、政策协同、机制协同、评估协同、法治协同等五个方面加强区域三大战略的协同实施。

The Fifth Plenary Session of the 19th CPC Central Committee proposed continuing to implement the major regional development strategies and the strategies for coordinated regional development and functional zoning in a cooperative manner,improving the systems and mechanisms for coordinated regional development,refining the new urbanization strategy,and optimizing the land and spatial layout for supporting high-quality development.The background,connotation and development focus of the foregoing three regional strategies are different,but they are interrelated and influence each other.In order to support and promote the implementation of China's regional development strategies,we can strengthen the collaborative implementation of the three regional strategies in five areas:planning coordination,policy coordination,mechanism coordination,evaluation coordination and rule of law coordination.
