在建设现代化国家的新发展阶段,能否完整准确理解和全面落实新发展理念,将直接影响新发展格局的构建和整体法治的完善。从"历史-系统"的维度解析新发展理念,有助于增进对其完整准确的理解;从"价值-规范"的维度研讨新发展理念与"发展型法治"的内在逻辑关联,有助于推动新发展理念在法治实践中的全面落实。依据上述理解和关联,在经济法领域融入新发展理念,会形成"发展导向型"的经济法制度和发展理论,有助于充分发挥经济法作为"发展促进法"的功能,有效解决相关领域存在的发展失衡问题,推进高质量发展。

In the new development stage of building China into a modern country, the issue of whether we can fully and accurately understand and implement the new development concepts will directly affect the creation of a new development pattern and the improvement of the overall rule of law. Analyzing the new development concepts from the "history-system" perspective is helpful to enable a complete and accurate understanding of it;discussing the internal logical relationship between the new development concepts and the "development-oriented rule of law" from the "value-norm" perspective is helpful for their comprehensive implementation in the practice of rule of law. According to the above understanding and relevance, the integration of new development concepts into the field of economic law will form a "development-oriented" economic law system and development theory, which is conducive to giving full play to the function of the economic law as a "development-promoting law", constantly addressing the imbalance of development in related areas, and encourage high-quality development.
