Research on the Path of Innovation and Development in the Previously Poor Areas--Focusing on the Five-Year Transitional Supportive Policy

在取得脱贫攻坚战全面胜利后,巩固拓展脱贫攻坚成果同乡村振兴有效衔接成为脱贫地区5年过渡期所要实现的新发展目标。基于发展目标的变化,国家需要调整完善过渡期支持脱贫地区的重点领域和方式。以新发展理念为引领,在跟踪和巩固"点"上的建档立卡贫困户实现"两不愁三保障"等脱贫成果的同时,由集中资源消灭绝对贫困向全面推进乡村振兴过渡,更加注重"面"上的增强县域经济辐射带动乡村经济社会全面发展能力的提升,更加注重发挥农村集体经济促进乡村经济社会全面发展的功能,更加注重发挥党支部保障共享发展政策目标更好实现的作用,拓展脱贫地区乡村经济社会全面发展路径,提升脱贫地区乡村经济社会全面发展能力,是赓续发挥中国国家制度和国家治理体系显著优势,以巩固拓展脱贫攻坚成果同乡村振兴有效衔接的重要选择。

After achieving an overall victory in the battle of poverty alleviation,fostering an effective connection between consolidating and expanding the poverty alleviation achievements and promoting the rural revitalization has become the new development goal of the previously poor areas in the five-year transitional period.Based on the change of the development goal,our country needs to adjust and improve the key areas and ways of supporting the previously poor areas during the transitional period.Under the guidance of the new development concepts,this paper holds that while tracking and consolidating the achievements of poverty alleviation such as ensuring the basic necessities for the scattering registered poor people and providing them with guarantees in education,medical care and housing,we should shift away from concentrating resources to eliminate absolute poverty toward comprehensively promoting rural revitalization;make most of the county-level economies become better able to improve the overall development of the rural economy and society;pay more attention to the function of the rural collective economy in promoting the comprehensive development of the rural economy and society and to the role of the Party committees in ensuring the better realization of the shared development policy objectives;and expand the paths and ability of the previously poor areas for the all-round development of the rural economy and society.These are the important choices for constantly making use of the significant advantages of China's national system and national governance system in order to effectively integrate consolidating and expanding the achievements of poverty alleviation with promoting rural revitalization.
