浅谈炼化企业承包商安全教育培训存在的问题和对策

Analysis on the Problems and Countermeasures of Safety Education and Training for Contractors in Refining and Chemical Enterprises

在炼化行业典型的安全生产事故案例中,外来承包商施工员工事故占比较高,其原因主要为炼化企业的特殊性及承包商人员自身的安全意识和安全素养不高。承包商员工的安全教育培训是生产安全稳定运行的重要因素,也是有效提高对作业风险辨识、管控和应急处置等能力的重要措施。以直接作业环节施工的承包商为示例,分析其在安全教育培训中存在的主要问题,有机结合企业的真实情况,提出了相应的对策,来提升承包商人员安全意识和技能,有效预防承包商安全生产事故,能够为企业安全平稳生产提供有力的基础保障。

In the typical cases of safety production accidents in the refining and chemical industry,the proportion of accidents by construction employees of foreign contractors was relatively high.The main reasons were the particularity of the refining and chemical enterprises and the low safety awareness and safety literacy of the contractors.The safety education and training of contractors’employees was an important factor for the safe and stable operation of production,as well as an important measure to effectively improve the ability of operation risk identification,management and control,and emergency response.Taking the contractor of direct operation as an example,the main problems existing in the safety education and training were analyzed.Combined with the real situation of the enterprise,the corresponding countermeasures were put forward to improve the safety awareness and skills of the Contractor’s personnel,so as to effectively prevent the safety accidents caused by the contractor,and provide a strong basic guarantee for the safe and stable production of the enterprise.
