本文介绍了运用计算机、扫描和程序编码技术实现原油和石油产品岸罐数重量计算应用程序自动化的方法与特点,是通过总结分析锦州海关口岸创新平台和针对实际开发的应用。应用程序的核心是将科学计算、自动查表计算,国内和国际公认的惯例计量标准并行使用以应用程序自动化形式体现出来,为企业、区域对外贸易发展提供高效优质的便利服务,在方法上系统地整合了岸罐数重量计算使之成为程序自动化计算。将设计理念与实施岸罐数重量计算程序自动化和科技兴关创新举措紧密地结合起来的具体运用。该应用程序具有科学便捷、显示简明、操作简单、准确度高等特点,为通关提速、减轻工作人员的劳动强度起到事半功倍的作用。

This paper introduces an automatic application program for shore tank measurement of crude oil and petroleum products by using computers, scanning and program coding technologies, based on an innovative port platform and its pertinent programs developed by Jinzhou Customs House. The core of the automation process is the parallel use of scientific calculations, automatic table lookup calculations, and customary measurement standards recognized both nationally and globally. By doing so, it greatly improves the efficiency and quality of customs clearance services, brings benefits to the private sectors and promotes the overall development of the region. This automation program systematically integrates variable shore tank measurements and make it automatically done. Closely combining the design concept with the implementation of the automation calculation program in shore tank weight measurement, such application is featured as scientific and convenient, simple-to-display, easy-to-operate, and of high accuracy, which can accelerate the speed of customs clearance and reduce the labour intensity of the staff, thus yielding twice the result with half the effort.
