摘要
毛皮边角料固体废物属性鉴别目前尚无统一标准尺度,各口岸做法不一,鉴定结论差异较大,争议时有发生,给固体废物鉴别带来了困扰。本文通过分析毛皮边角料的感官、夹杂物、气味、pH值、色牢度、禁用偶氮染料含量、游离甲醛、六价铬等性能指标,并对样品来源进行分析,结合样品预期用途,对样品的固体废物属性进行全面探讨,归纳了判定为非固体废物毛皮边角料的特性控制技术要求,为进口毛皮边角料的固体废物属性鉴别和海关监管提供技术依据。
At present, there is no uniform standard for the identification of solid waste in fur scraps, and lack of consistence in the practices of each port, the identification conclusions are quite different. Controversies occur from time to time, which brings difficulties to the identification of solid waste. Based on the analysis of the sensory, inclusion, odor, pH value, color fastness, banned azo dye content, free formaldehyde, hexavalent chromium and other performance indicators of fur scraps, as well as the source of samples, this paper looks into the attribute of solid waste in an all-round way by combining the intended use of samples. The technical requirements for the characteristic control of fur scraps not determined as solid waste were summarized. The study can provide technical information for solid waste identification of fur scraps and customs management in China.
