基于综合承载力评价的市域产业布局规划方法探索--以“十四五”时期青岛市产业布局规划为例

Research on Municipal Industrial Layout Plan Under Comprehensive Carrying Capacity Assessment:Industrial Layout Planning of Qingdao During the 14th Five-Year Plan Period

国土空间规划体系构建过程中,要实现三类空间和三次产业高质量发展,产业布局规划方法亟待创新。文章在归纳承载力内涵的基础上,提出了基于“限制”和“比较优势”的综合承载力概念,探讨了产业布局规划创新的方向和实现方法,从政府管治和市场意志两个方向建立综合承载能力评价体系,提出综合承载力与产业布局之间的两次要素耦合分析框架,并以“十四五”时期青岛市产业布局规划为例,在实践中进行细化应用并得出产业布局规划策略。

In the process of constructing the national territory spatial planning system,it is necessary to innovate the methods of industrial layout planning to achieve high-quality developments of three types of space and primary,secondary,tertiary industries.Based on summarizing the connotation of carrying capacity,this paper puts forward the concept of comprehensive carrying capacity from both "restrict" and "comparative advantage" perspective,discusses the directions and implementations of industrial layout planning innovation,establishes a comprehensive carrying capacity assessment system from both governmental governance and market will,and then proposes a two-stage factors coupling analysis framework between comprehensive carrying capacity and industrial layout.Taking industrial layout planning of Qingdao during the 14 th Five-Year Plan period as an example,the innovative methods are refined and applied,finally the planning strategy is drawn.
