“一带一路”背景下的中国-斯里兰卡渔业合作探析

An Analysis of Cooperation in Fisheries Between China and Sri Lanka Under the Background of“the Belt and Road Initiative”

斯里兰卡是印度洋上的热带岛国,也是渔业资源较为丰富的国家之一。通过实地调研斯里兰卡国家水产养殖发展局、部分养殖发展中心、捕捞和养殖企业,同时借助斯里兰卡渔业和水产资源开发部资料库及其下属国家水产资源研发局、国家水产养殖发展局、渔业和水产资源部等相关资料库,联合国粮农组织数据库和联合国商贸统计数据库,对斯里兰卡的渔业资源、产量、品种、进出口贸易及其渔业管理部门、主要的渔业政策着眼点进行系统梳理,分析斯里兰卡渔业发展的制约因素及“一带一路”背景下中国和斯里兰卡开展渔业双边合作的可行性,并就渔业合作的开展提出相关建议。

Sri Lanka is a tropical island country in the Indian Ocean,one of the countries with rich fishery resources.A field survey of the current development of fisheries industry in Sri Lanka was made by visiting National Aquaculture Development Authority,some aquaculture development centers,fishing and aquaculture enterprises,and information and database on fisheries resources,production,species,trade and fishery policy were collected for systemic analysis from the Ministry of Fisheries and Aquatic Resources Development,National Aquatic Resources Research&Development Agency,National Aquaculture Development Authority,Department of Fisheries&Aquatic Resources,FAO and Uncomtrade.The constraints arising from the fisheries development in Sri Lanka and the feasibility of bilateral cooperation in fisheries between China and Sri Lanka under the background of"the Belt and Road initiative"were analyzed,based on which put forward were some suggestions and prospects for the development of cooperation in fisheries between both sides.
