Government Open Data Privacy Risk Assessment and Prevention Control:The Brazil Experience

[目的/意义]从隐私风险防控的角度,调查巴西政府开放数据的隐私保护实践,为我国政府开放数据和隐私保护提供参考。[方法/过程]利用文献调研和案例分析的研究方法,以巴西为例,通过对文献资料和网站内容的调查,获取一手资料阐述巴西政府开放数据中隐私风险防控的经验,对政府开放数据中个人隐私的评判标准、数据保护影响评估(DPIA)和风险评估、隐私风险应对的数据处理规范、隐私风险应对的机构与职位进行分析和概括。[结果/结论]修订开放数据政策,完善隐私风险评估,制定详细的数据处理规范。

[Purpose/Significance]From the perspective of privacy risk prevention control,this paper investigates the privacy protection practices of government open data in Brazil,in order to provide a reference for the development of policy of open data in China.[Method/Process]Using the research methods of literature review and case analysis,this paper took Brazil as an example,accessed to the first-handed materials from literature and discussed the experience of government open data privacy risk prevention in Brazil,analyzed and summarized the judgment criteria of personal privacy in government open data,data protection impact assessment(DPIA)and risk assessment,data processing standards which respond to privacy risk,and organizations and positions for privacy risk response.[Results/Conclusion]This paper puts forward to revise the open data policy,improves the privacy risk assessment,and formulates detailed data processing specifications.
