水电工程招标控制价编制研究

Study on the Compilation of Bidding Control Prices for Hydropower Projects

工程量清单计价模式以来,招标控制价对工程造价的合理控制起到了重要作用。但当前水电行业在招标控制价的编制和应用过程中还存在一些不足,如编制依据和方法不统一、项目清单特征描述不严谨、对合同条款及环境影响考虑不充分以及仍旧过分依赖定额等。本文通过分析水电行业招标控制价编制过程中存在的问题,提出解决这些问题的方法和建议。

Since the bill of quantities valuation mode,tender control price has played an important role in the reasonable control of project cost.However,there are still some deficiencies in the compilation and application of tender control price in hydropower industry,such as,the compilation basis and method are not unified,the description of quantities bill is not rigotous,and the dependence on quota is excessive etc..This paper analyzes the problems existing in the compilation of tender control price in hydropower industry,and puts forward the methods and suggestions to solve these problems.
