草原生态补偿政策农牧民满意度及影响因素分析——基于赤峰市与通辽市的实证

Analysis on Satisfaction and Influencing Factors to Grassland Ecological Compensation Policy for Farmers and Herdsmen:Empirical Study in Chifeng City and Tongliao City

为评估草原生态补偿的有效性及效率,基于社会-经济-环境-政治-文化的五维框架,利用内蒙古赤峰、通辽两市10个旗县的调研数据,借助二元Logistic回归模型,分析了草原生态补偿政策农牧民满意度及其影响因素。研究发现:草原生态补偿政策农牧民满意度总体较高,“基础设施受损状况”“家庭劳动力平均受教育程度”和“家庭劳动力人口数”等因素对草原生态补偿政策农牧民满意度具有显著的正向影响,“家庭年收入”则呈现显著的负向作用。根据研究结果,结合当前草原生态补偿各项工作推进过程中所面临的具体困难和实际问题,建议建立常态化工作机制,探索多元化、市场化的补偿方式,因地制宜制定补偿标准,探索草原生态补偿减贫新思路等,以期为后期草原生态补偿政策的制定及相关工作开展提供参考依据。

In order to assess the effectiveness and efficiency of grassland ecological compensation,this study analyzed the degree of satisfaction of farmers and herdsmen on grassland ecological compensation policies,as well as the influencing factors.Through preliminary screening and evaluation,10counties located in Chifeng and Tongliao were selected to conduct questionnaire survey,which was designed according to a five-dimensional framework about Social-Economic-Environment-Politics-Culture.Survey data were then analyzed by the Binary Logistic Regression Model.The results indicated that farmers and herdsmen are satisfied with grassland ecological compensation policies in general.Factors with significant positive effects on the degree of satisfaction are‘infrastructure damage conditions’,‘average family labor force education’,and‘family labor force population’.However,‘family annual income’shows substantial negative effect on the degree of satisfaction.Based on the results,combined with the specific difficulties and practical problems faced in the current progress of grassland ecological compensation work,it is recommended to establish a normalized working mechanism,explore diversified and market-oriented compensation methods,formulate compensation standards according to local conditions,and explore new ideas of poverty reduction within grassland ecological compensation,etc.,in order to provide a reference for the later formulation of grassland ecological compensation policies and related work.
