Whole-process management of medical equipment procurement based on hospital resource planning system

目的:基于医院资源规划(HRP)系统改造医疗设备采购流程,提高采购工作的规范性和工作效率与质量。方法:分析确定医疗设备采购管理要求和业务流程,在HRP系统总体框架基础上搭建包括院外供应商平台模块、院内供应链系统模块、设备管理模块、资产管理模块、人力资源模块、财务系统模块、合同系统模块和办公自动化(OA)系统模块的医疗设备采购全流程管理模块,实现医疗设备采购全流程在线管理。结果:改造后的HRP系统实现医疗设备采购全流程管理,系统上线后申请报告平均审批时长由上线前的38.9 d降低到28.1 d,审批效率提高27.76%;可自动完成原B档案电子化存档工作,存档效率和空间节约率均提高50%;实现了资产实物与财务账目实时动态联动,账实相符率达到100%。结论:医疗设备采购全流程在线管理,能降低设备采购中重复的工作量,实现标准化的全流程闭环管理,可大幅度降低运营和审计风险,提升设备采购管理的精细度。

Objective:To reform the procurement process of medical equipment based on hospital resource planning(HRP)system to improve the standardization,efficiency and quality of procurement.Methods:The management requirements and business processes of medical equipment procurement were sorted out and determined.On the basis of overall framework of HRP system,a whole-process management module of medical equipment procurement was built to include external supplier platform module,internal supply chain system module,equipment management module,asset management module,human resource module,financial system module,contract system module and the office automation(OA)system module to realize the online management of the whole process of medical equipment procurement.Results:The improved HRP system realized the whole-process management of medical equipment procurement.After the system was launched,the average approval time of application report was reduced from 38.9 days to 28.1 days,and the approval efficiency was increased by 27.76%;the electronic archiving of original B files can be completed automatically,the archiving efficiency and space saving rate were increased by 50%;the real-time dynamic linkage between physical assets and financial accounts was realized,and the account-to-reality matching reached 100%.Conclusion:The whole-process online management of the medical equipment procurement can reduce the repeated workload in equipment procurement,realize the standardized whole-process closed-loop management,greatly reduce the operation and audit risk,and improve the precision of equipment procurement management.
