“四新”时代非学历教育“双师型”教师队伍建设——以行业高校为例

TConstruction of“Double-qualified”Teaching Staff for the Non-degree Education in the“Four News”Era:A Case Study in Industry Characteristic Universities

《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要(草案)》把提升国民素质放在突出位置,提出“劳动年龄人口平均受教育年限提高到11.3年”。作为行业高校的继续教育学院,应站在努力发展全民教育、终身教育,建设学习型社会进军征程的最前列,为建成一支既有丰富理论知识,又有深厚实践经验的“双师型”非学历教育师资队伍而不懈奋斗。分析了行业高校非学历教育的师资状况、存在问题、困难和改进建议,从建立教师工作坊到完善教师聘任及培训考评制度,借鉴了北大、浙大的已有经验,提出了改进措施。

Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-term Objectives for 2035(Draft)put the improvement of people's quality in a prominent position.It is proposed that the average number of years of education for the working age population should be increased to 11.3 years.As colleges of extended education in the industry characteristic universities,they should stand at the forefront of the development of national education,lifelong education and the construction of a learning society,and make unremitting efforts to build a“double-qualified”teaching staff for non-degree education with both rich theoretical knowledge and profound practical experience.This paper analyzes the status of teachers,the existing problems,difficulties and suggestions for the improvement of non-degree education of industry characteristic universities.From the establishment of teacher workshop to the improvement of teacher appointment,training and evaluation system,this paper draws on the existing experience of Peking University and Zhejiang University,and puts forward some improvement measures.
