摘要
贫困的反复性特征要求我们做好全面脱贫之后的防止教育返贫工作。建立教育返贫阻断机制,首先需要准确把握"东西部地区教育水平差距""脱贫地区教育精英外流""偶发性事件"等教育返贫的可能致因。在此基础上,要确定标准、划定层级,建立教育返贫对象的识别机制;要重点关注教育返贫风险源,畅通监测信息传递渠道,建立教育返贫的监测预警机制;要做好组织保障、政策保障、投入保障和对象激励,建立防止教育返贫的联动帮扶机制;要积极开展省思回溯,总结教育返贫阻断规律,建立实效评估反馈机制。
The recurring characteristics of poverty require us to do a good job in preventing education from returning to poverty after the comprehensively eliminating poverty.In order to establish the blocking mechanism of education returning to poverty,it is first necessary to accurately grasp the possible causes of education returning to poverty,such as"the gap in education level beetween the eastern and western regions","outflow of educational elites from poverty alleviation areas"and"accidental events".On this basis,it is necessary to determine the standard,delimit the level,and establish the identification mechanism of the object of returning to poverty in education.It is necessary to focus on the risk sources of education returning to poverty,unblock the channel of monitoring information transmission,and establish the monitoring and early warning mechanism of education returning to poverty.It is necessary to ensure the organization,policy,investment and object incentive,and establish a linkage supporting mechanism for preventing education from returning to poverty.We should actively carry out reflection and retrospection,sum up the law of preventing education from returning to poverty and establish the feedback mechanism of practical effect evaluation.
