摘要
政府网站作为互联网时代可得性、便民性强的信息发布平台,在重大突发公共卫生事件应对中对于信息传递、有效沟通和风险化解起到重要的作用。结合突发公共卫生事件的特点,构建政府网站信息发布的绩效评估框架,用层次分析法赋予权重,并依照构建的评估框架对各个省级人民政府网站、卫生健康委员会网站、疾病预防控制中心网站进行评估。结果显示,整体表现良好,表现差异较大;在数据格式、形成数据集方面表现较大差异;上下级、部门间网站分工不同。基于分析提出以下启示:网站信息发布需加强颗粒化、人性化、可利用性;注意上下级、横向部门的信息发布工作协调;明晰突发公共卫生事件信息发布的步骤与要求。
Government website is an available and convenient information publishing platform in digital age,and plays an important role in information public,communication and risk resolution in dealing with major public health emergencies.According to the characteristics of public health emergencies,the performance evaluation framework of government website information release is constructed,and the weights are given by AHP method.The result shows that the overall performance of information release is good,while the performance is quite different among different provincial departments.Based on the analysis,this paper puts forward the following enlightenment:(1)The information release of government websites needs to strengthen granulation,humanization and availability;(2)Governments should pay attention to the coordination of information release work between superior and subordinate departments and horizontal departments;(3)Clarify the steps and requirements of public health emergency information release.
