摘要
新时代高等教育迈向高质量发展阶段背景下,民办高校整体上开始进入由规模式发展向内涵式发展转变、从数量积累向质量提升转变的新发展阶段。由于现代大学制度下的选人用人机制不够完善,内部治理结构尚未健全,培养培训体系还未建立,薪酬福利待遇缺乏竞争力,致使人力资源成为制约新时代民办高校高质量发展的关键因素。四川工商学院主动适应新时代学校转型发展需要,以人事综合改革为契机,着眼“四个对标”,推动“四大改革”,探索构建起选才、用才、育才、稳才“四位一体”的人力资源保障体系,为学校转型发展提供了强有力的人才保证和智力支持,成为民办高校探索构建人力资源保障体系的有益尝试。
Under the background of higher education stepping into the stage of high-quality development in the new era,private colleges and universities as a whole have begun to enter a new stage of development from the scale development to connotative development and from quantity accumulation to quality improvement.Due to the imperfect selection and employment mechanism under the modern university system,the incomplete internal governance structure,the unestablished training system and the lack of competitiveness of salary and welfare treatment,human resources have become a dominant factor restricting high-quality development of private universities in the new era.Sichuan Technology and Business University took the initiative to adapt to the needs of school transformation and development in the new era with comprehensive reform of personnel as an opportunity,focused on“four benchmarks”,promoted“four reforms”,explored and constructed the human resources security system of“four in one”of talent selection,talent employment,talent cultivation and talent stabilization,provided strong talent guarantee and intellectual support for school transformation and development,being a useful attempt for private colleges to explore and construct human resources security system.
