Analysis and Reflection on the Application of“Internet Plus”Big Data Platform to Supervise Animal Transportation

为切实加强跨省调运动物监管,有效化解动物疫病传播风险,全面规范动物检疫监督监管。本文就“互联网”大数据信息平台的技术优势进行分析,以动物检疫电子出证平台为基础,提出了贯穿于动物跨省调运审批、动物出栏检疫申报、官方兽医电子出证、公路检查站监督检查、屠宰饲养地落地监管各环节的大数据监管思路,为切实强化动物移动监管,实现动物调运监管的全过程无盲区管控,从根本上降低动物移动带来动物疫病传播风险提供一定参考。

In order to effectively strengthen the supervision of trans provincial animal transportation,effectively resolve the risk of animal disease transmission,and comprehensively standardize the supervision and supervision of animal quarantine,this paper analyzes the technical advantages of the“Internet plus”big data information platform.Basing on the electronic quarantine platform of animal quarantine,the data management ideas are put forward,which are all through the animal's trans provincial transportation approval,animal quarantine declaration,official veterinary electronic certification,highway inspection station supervision and inspection,slaughtering and feeding land landing supervision,in order to effectively strengthen the supervision of animal movement,realize the whole process of animal movement supervision without blind area control,and fundamentally reduce the risk of animal disease transmission caused by animal movement.
