新形势下外国人违法犯罪防控的情报收集研究

Research on intelligence collection for prevention and control of foreigners’crimes under the new situation

随着全球经济一体化,国内外政治、经济形势复杂化以及网络信息技术的迅猛发展,在华外国人违法犯罪呈现出由单一化向复杂化、由个体化行为向有组织行为发展的趋势;违法犯罪数量逐年攀升,呈高、多、大、重的发展态势;涉案人员呈现多国化、地域化等特点。有效防控在华外国人违法犯罪有赖于高水平的情报信息工作,全面、科学、高效的情报信息收集是实现“情报主导警务”的基础和关键。加强对情报收集可靠性、采集手段多样性、情报人员和收集对象的有效确立以及情报收集的科学管理性研究,对构建和完善外国人违法犯罪防控长效机制至关重要,是由被动打击转向主动预防和出击,提高防控效率和防控能力的关键。

With the integration of the global economy,the complicated domestic and foreign political and economic situations and the rapid development of network information technology,the current foreigners’crimes in China have shown the trend of developing from simplification to complexity,from individualized behavior to organized behavior;the number of crimes is increasing year by year,showing a development trend of high,multiple,large and heavy;the persons involved in the case show the characteristics of multi-nationalization and regionalization.Effective prevention and control of crimes committed by foreigners in China relies on high-level intelligence and information work.Comprehensive,scientific and efficient intelligence and information collection is the foundation and key to the realization of“intelligence-led policing”.Strengthening the reliability of intelligence collection,the diversity of collection methods,the effective establishment of intelligence personnel and objects of collection,and the scientific management of intelligence collection are crucial to building and improving a long-term mechanism for the prevention and control of foreigners’crimes.It is the key to shifting from passive fight to proactive prevention and attack,and improving prevention and control efficiency and prevention and control capabilities.
