基本公共文化服务标准制度是促进公共文化服务均等化、服务全面建成小康社会总目标的重要制度创新。十八届三中全会后,以标准化促进均等化的理念逐步得到落实,基本公共文化服务标准制度不断完善,对促进公共文化服务均等化、全面建成小康社会作出了重要贡献,并形成了一些基本经验。在新的历史时期,基本公共文化服务标准制度促进公共文化服务高质量发展,需要将标准指标向城乡一体发展倾斜,深化政府的主体责任,明确各级政府落实标准的支出责任。

The standardization of basic public cultural services is an important institutional innovation to promote the equitable access to public cultural services and support the building of a moderately prosperous society in an all round way.After the Third Plenary Session of the 18th CPC Central Committee,the idea of promoting equalization by standardization has been implemented,and the standardization system of basic public cultural services has been continuously improved,which has made an important contribution to promoting the equitable access to public cultural services and the building of a moderately prosperous society in an all-round way,and some experience has been gained from it.In the new era,in order to achieve the high-quality development of public cultural services,governments at all levels should highlight the standard measurements for promoting integrated urban and rural development,strengthen the principal responsibilities of government,and ensure that expenditure responsibilities for implementation of relevant standards is fulfilled at each level of the government.
