中韩两国城市外交的实践经验与未来发展

Practice Experience and Future Approaches of Urban Diplomacy between China and ROK

因参与主体的多元化、参与方式的灵活化、参与领域的丰富化等鲜明特点,城市外交一跃成为当今国家外交中的新亮点。自1992年正式建交以来,中韩两国城市外交发展势头迅猛,友好城市数量持续攀升,多领域合作不断增强。随着世界范围内国家间交往的日益频繁和国家总体外交的时代需求变化,需要从革新理念、突破思维瓶颈,创新模式、加强制度合作,增强主体性、促进地方国际化,扩大合作领域、构建新型城市关系等方面,提出城市外交新思维,创新城市外交新路径,推动中韩战略合作伙伴关系行稳致远、健康发展。

Due to distinctive characteristics like the diversification of participants,the flexibility of participation methods,and the enrichment of participation fields,urban diplomacy has become a new bright spot in today's national diplomacy.Since the formal establishment of diplomatic relations in 1992,China and ROK's urban diplomacy has developed rapidly,and the number of sister cities and cooperation in multiple fields has been rising continuously.At the same time,exchanges between countries around the world is becoming frequent increasingly and the needs of the country's overall diplomacy is changing with the times as well.Under this background,it is necessary to put forward new thinking on urban diplomacy and innovate new paths for urban diplomacy,so as to promote the steady,long-term and healthy development of the China-ROK strategic partnership.Suggestions proposed in this paper include reforming ideas and breaking through the bottleneck of thinking;innovating models and strengthening institutional cooperation;enhancing subjectivity and promoting local internationalization;expanding cooperation areas and building a new type of urban relationship.
