新型冠状病毒感染疫情防控医用物资的应急采购策略探讨

Discussion on emergency procurement strategies for medical supplies during the epidemic control of novel coronavirus infection

目的探讨新型冠状病毒肺炎感染疫情防控期间,防控医用物资应急采购策略效果,为大型突发公共事件应急物资采购提供参考依据。方法分析新型冠状病毒肺炎感染疫情防控医用物资缺乏的原因,成立物资采购领导小组,改变“在院接收”的采购格局为“上门寻找”的主动采购思想,采取绵阳市中心医院院内自助在前、政府依靠在后的措施,便利化物资采购流程,建立疫情防控医用物资采购内控机制。结果本院打破常规采购方法,在5 d时间内采购到1个月的防疫物资,采购的防疫物资目录和量达到或超过预算需求。结论疫情防控医用物资应急采购组织完善、策略行之有效,在新型冠状病毒肺炎感染蔓延时能短时间内集结所需物资,满足疫情防控需求。

Objective To discuss the effect of emergency purchasing strategy for medical materials in the period of pre⁃vention and control of novel coronavirus(2019-nCoV)infection,and provide reference for the procurement of emergen⁃cy materials for large public health emergencies.Methods Analyzing the reasons for the shortage of medical materials during the 2019-nCoV epidemic prevention and control,setting up the leading group of material procurement,and changing the passive purchasing mode of"receiving in hospital"into the active purchasing concept of"door-to-door searching",take the measures of self-sufficiency firstly and then seek the help of the government to facilitate the mate⁃rial procurement process and establish an internal control mechanism for the purchase of medical materials for epidem⁃ic prevention and control.Results Our hospital broke the routine procurement method and purchased one month's epi⁃demic control materials within five days.The types and amounts of purchased epidemic materials reached even exceed⁃ed the budget requirements.Conclusion The emergency procurement of medical supplies for epidemic control has been well organized and effective,and the necessary supplies can be gathered in a short time to meet the epidemic con⁃trol needs during the spread of 2019-NCOV infection.
