摘要
本文从资源节约、环境治理、生态修复三个层面构建长江经济带生态保护评价指标体系,研究长江经济带11个省市,选取2013-2017年的相关数据运用熵权法进行分析并对分析结果进行评价。分析结果表明:长江经济带生态保护指数呈现"上中下游依次递减"的空间格局,但从时间上看,在2016年有上升改善趋势。中上游省份历年来的生态保护效果评价排名稳定;下游省市经济发展较中上游省份好,但与此同时在资源节约、环境治理方面存在不足;大部分省份的生态保护三个层面(即资源节约、环境治理、生态修复)的问题与省份经济发展规划和生态环境保护规划有很大关联性。进一步优化长江经济带生态保护,要加强政策落实和监督工作;各省市之间联合工作,在交界区域切忌出现"都不管"现象;不盲目追求经济发展速度,合理适当开发资源发展经济;推动工业创新升级,减少单位产出能源消耗;建立合作司法督查体制,严抓生态保护与环境治理。
This paper constructs an evaluation index system for ecological protection in the Yangtze River Economic Belt from three levels of resource conservation, environmental governance, and ecological restoration. It studies11 provinces and cities in the Yangtze River Economic Belt. It selects relevant data from 2013 to 2017 and uses the entropy method to analyze and evaluate the results. The results show that the ecological protection index of the Yangtze River Economic Belt presents a spatial pattern of "decreasing in the upper, middle and lower reaches", but from the perspective of time, there is a trend of upward improvement in 2016. The ecological protection effect evaluation rankings of the middle and upper reaches of the provinces have been stable over the years;the downstream provinces and cities have better economic development than the middle and upper reaches of the provinces, but at the same time there are deficiencies in resource conservation and environmental governance;The three levels of ecological protection(Resource conservation, environmental governance, ecological restoration) in most provinces are closely related to provincial economic development plans and ecological environmental protection plans. To further optimize the ecological protection of the Yangtze River Economic Belt, it is necessary to strengthen policy implementation and supervision;joint work between provinces and cities, and avoid "nothing" in the border areas;do not blindly pursue economic development speed, rationally and appropriately develop resources to develop the economy;promote industry Innovate and upgrade to reduce energy consumption per unit of output;establish a cooperative judicial supervision system to strictly focus on ecological protection and environmental governance.
