摘要
为摸清汽车制造行业企业自行监测开展情况,利用实地勘察和资料查阅的方式对济南市28家样本企业自行监测活动开展情况进行研究。结果表明,样本企业中71%无组织监测频次不足,82%未开展周围环境质量监测,42.9%排放标准执行错误,11%监测指标表征错误,100%自动监测无效数据未修约直接公示,42.9%自动监测运维记录不完善,42.9%未公开年度报告。基于上述情况,本文提出了保证监测方案和年度报告的完整性,建立完备的质量管理体系,利用智慧监测手段构建信息公开平台合理性等方面的措施和建议。
In order to find out the situation of self-monitoring development of automobile manufacturing industry enterprises, the self-monitoring status of 28 sample enterprises in Jinan City was studied by means of field survey and data retrieval. The results show that in the sample enterprises,71% of the sample enterprises have insufficient frequency of unorganized monitoring, and 82% have not carried out surrounding environmental quality monitoring, 42.9%emission standards were implemented incorrectly, 11% monitoring indicators were represented incorrectly, 100% invalid automatic monitoring data were directly published without modification, 42.9% automatic monitoring operation and maintenance records were not perfect, and 42.9% annual reports were not published. Some measures and suggestions were put forward to ensure the integrity of monitoring scheme and annual report, establish a complete quality management system, and build the rationality of information disclosure platform by intelligent monitoring means.
