城与乡:如何实现从二元割裂走向融合发展的嬗变?——基于江苏宁锡常接合片区城乡融合激励政策的调查研究

City and country:How to realize the evolution from dual fragment to fusion development?——Research on the incentive policy of urban-rural integration in Nanjing-Wuxi-Changzhou joint area of Jiangsu province

城乡融合是建设现代化国家的必由之路。文章基于政策激励的视角,设计调查问卷对江苏宁锡常接合片区的304家企业和310户居民进行深入调研和实地访谈。运用有序Logistic模型研究城乡融合激励政策对城乡要素参与方式、参与动机、参与意识的激励效应。采用意愿调查价值评估法(CVM)分析城乡要素参与城乡融合发展意愿,评估城乡要素对城乡融合激励政策的需求,并深入分析影响城乡要素参与城乡融合的因素。最后,结合协同治理原则,提出城乡融合激励政策优化路径。

The urban-rural integration is the inevitable way to build a modern nation.Based on the perspective of policy incentives,a questionnaire is designed to conduct in-depth research and field interviews on 304 enterprises and 310 households in Nanjing-Wuxi-Changzhou joint area.Logistic model is used to study the incentive policy for the participation of urban-rural elements,participation motive,and participation incentive effects.Contingent valuation method is adopted to analyze the factors between urban-rural elements and the will ingness of urban-rural integration,assess the urban-rural elements of the demand for urban-rural integration incentive policy,and pro foundly analyze the factors that influence urban-rural elements and urban-rural integration.Finally,based on the principle of collaborative governance,this paper puts forward the optimization path of incentive policies.
