我国残疾人融合教育权利保护初探 被引量:2

On the Protection of the Rights of Inclusive Education for the Disabled in China

摘要 融合教育是在平等受教育的环境下,残疾学生和同龄人一起接受有意义、高质量的教育。近年来,我国教育法律和政策在残疾学生评估认定机制、资源教室和资源中心建设、随班就读教师队伍建设等融合教育方面进行了完善。然而地区师资发展不均衡、教师绩效评估体系不科学、特殊教育案件的救济不完善等原因,影响了融合教育的成效。为此,建议加强中西部特殊教育师资队伍建设,改革绩效评估体系,完善残疾人教育申诉和问责机制。 Inclusive education refers to a model wherein disabled students receive meaningful and high-quality education together with non-disabled peers in an equal educational environment.In recent years,for improving the inclusive education,China’s educational laws and policies have been refined in such aspects as the evaluation and identification mechanism of disabled students,the construction of resource classrooms and resource centers,and the construction of teachers studying in regular classes.However,due to the uneven distribution of teaching staff,the inadequate evaluation system of teacher performance,and the imperfect treatment of special education cases,the effect of inclusive education has been weakened.Accordingly,it is suggested that we should strengthen the construction of special education teachers in the central and western regions,reform the performance evaluation system,and improve the appeal and accountability mechanism of the education for the disabled.
