人工智能产业“冷静期”的行业转型机理、路径与配套政策

The transformation mechanism,path and supporting policies of artificial intelligence industry during the cooling-off period

2018年以来全球人工智能产业发展速度减慢,投融资规模大幅下降,2020年Gartner人工智能技术成熟度曲线也显示计算机视觉、机器学习等关键人工智能技术正在滑向低谷阶段,人工智能产业进入“冷静期”。但得益于近年来大量投入和试错,人工智能应用落地的机理不断明晰,为下一步人工智能产业发展带来了新的方向和机遇。当前,我国人工智能产业在数据、算法、算力三个关键要素上已具备全球领先的技术和能力,因此,应充分发挥这些优势,在制造业、医疗、交通等重点行业探索出具有实用价值的行业发展路径,加快实现产业智能化转型。在政策制定上,要通过加快完善行业准入制度,分行业制定数据标准,加大新型基础设施建设力度,推广创新示范试点等举措,培育更加完善的人工智能产业发展环境。

Since 2018,the development speed of the global AI industry has slowed down,and the scale of investment and financing has declined significantly.Gartner’s AI technology maturity curve in 2020 also shows that key AI technologies such as computer vision and machine learning are sliding into a trough stage,and the AI industry has entered a“cooling-off period”.However,thanks to the large amount of investment and trial and error in recent years,the mechanism of the application of artificial intelligence has been continuously clarified,which brings new directions and opportunities for the development of artificial intelligence industry in the next step.Currently,China’s AI industry has global leading technologies and capabilities in the three key elements of data,algorithms and computing power.It is necessary to give full play to these advantages,explore practical development paths in key industries such as manufacturing,medical care and transportation,and accelerate the realization of industrial intelligent transformation.In terms of policy formulation,measures should be taken to accelerate the improvement of industry access system,establish data standards by industry,increase the construction of new infrastructure,and promote innovation demonstration and pilot to foster a more perfect environment for the development of artificial intelligence industry.
