高速公路运营监测评价指标体系研究

针对现存运营监测或评价体系仍具有指标分散或监测维度单一等问题.充分考虑整体需求、构建原则与影响因素等方面,搭建较为完善的指标体系框架,梳理目前国内应用研究较为广泛的高速公路运营监测评价指标,最终建立涵盖202个基础指标和9个综合指数的高速公路运营监测评价指标体系.研究为高速公路运营管理部门准确、动态把握高速公路运营状态,有针对性地开展分析和管理提供支撑,有助于提高高速公路运营管理水平.

The monitoring and Evaluation Index System for Operation of Freeway(MEISOF)plays a key role in guiding information monitoring and evaluation of freeways.However,the existing MEISOF has issues such as scattered monitoring indices or single monitoring dimension.Taking into full consideration the overall demand,construction principles and influencing factors,this paper sets up a relatively complete indicator system framework,and the MEISOF covering 201 basic indexes and 9 comprehensive indexes is finally established after sorting out the freeway operation monitoring indexes widely studied in China.The research could provide support for the freeway operation and management department to accurately and dynamically grasp freeway operation and to carry out targeted analysis and management,which will help improve the level of freeway operation and management.
