广西农业发展质量评价和障碍因素研究

Quality Evaluation on Guangxi Agricultural Development and Its Obstacle Factors

从生产效率效益水平、产业结构调整水平、绿色生态发展水平、农村社会发展水平、投入支持保障水平5方面选取22项指标,构建农业发展质量评价体系,基于2015-2019年的统计数据,对广西农业发展质量进行综合评价,并将评价结果与全国平均水平进行对比分析,诊断障碍因素。结果表明:广西农业发展质量整体呈上升趋势,综合评价值年均增长率高于全国平均水平,绿色生态发展水平和农村社会发展水平是影响广西农业发展质量的主要因素。最后提出促进农业高质量发展的建议:着重提高生产效率效益,夯实农业高质量发展基础;突出重视绿色生态发展,补齐农业高质量发展短板;持续进行产业结构调整,激发农业高质量发展动能;不断加大资金和技术投入,增强农业高质量发展保障;构建联农带农共享机制,落实农业高质量发展目的。

Twenty-two indicators are selected from five aspects:production efficiency and benefit level,industrial structure adjustment level,green ecological development level,rural social development level and investment support and guarantee level,to build an agricultural development quality evaluation system.Based on the statistical data from 2015 to 2019,the comprehensive evaluation and calculation of agricultural development quality in Guangxi is carried out,furthermore the evaluation results are compared with the national average level,and the obstacle factors are diagnosed.The results show that the overall quality of agricultural development in Guangxi shows an upward trend,and the average annual growth rate of comprehensive evaluation value is higher than the national average level.The levels of green ecological development and rural social development are the main factors affecting the quality of agricultural development in Guangxi.Hence some suggestions for high-quality agricultural development are put forward:focus on improving production efficiency and benefits,and consolidate the foundation of high-quality agricultural development;highlight green ecological development and make up for the shortcomings of high-quality agricultural development;continue to adjust the industrial structure and stimulate the momentum of high-quality agricultural development;continuously increase capital and technology investment and enhance the guarantee of high-quality agricultural development;build a sharing mechanism to connect and lead farmers and implement the goal of high-quality agricultural development.
