健康治理中公众参与的行为逻辑与路径构建

Behavioral logic and path construction of public participation in health governance

现代风险社会中健康风险的应对亟须健康治理模式变革,公众参与健康治理能够有效应对健康风险,提升健康治理模式。囿于健康治理模式的初步兴起,健康治理中路径依赖的行政管理思维明显,公众参与意识薄弱,公众参与路径模糊。基于此,文章试图从价值共识的认同、健康公平的追求和健康能力的支撑去理解公众为何参与健康治理的行为逻辑,从营造政府赋权、网络监督和社区治理的支持体系和明确健康环境参与、健康政策参与、健康服务参与的核心实践领域来构建公众如何参与健康治理的路径平台。

It is urgent to change the health governance model to deal with health risks in modern risk society.Public participation in health governance can effectively deal with health risks and improve the health governance model.Due to the initial rise of the health governance model,the path-dependent administrative management thinking in health governance is obvious,the awareness of public participation is weak,and the path for public participation is fuzzy.Therefore,this paper tried to interpret the behavior logic for public participation in health governance from the common understanding of values,the pursuit of health equity and the support for health ability,and to propose the construction of path platform for public participation in health governance from the aspects of establishing a support system of government empowerment,network monitoring and community governance and clarifying the core practice areas,including the participation of healthy environment,health policies,and health services.
