密云水库流域水生态空间管控思路探讨

Discussion on water ecological space control in the Miyun Reservoir watershed

密云水库是北京重要的地表饮用水源地、水资源战略储备基地,事关城乡供水安全、城市平稳运行和经济社会可持续发展,在保障水源安全方面发挥着重要作用。采取查阅资料和实地调研的方法,分析了密云水库流域存在的水环境、水生态和产业发展的问题,并重点从空间管控角度提出了水生态空间管控、行为管控、生态修复和实施机制等4个方面措施建议,最后得出下一步要加强密云水库流域空间布局,加强两线三区约束及产业发展管控,以期为密云水库水生态空间保护提供借鉴。

Miyun Reservoir is an important surface drinking water source and strategic reserve base for the water resource in Beijing,which is related to the security of urban and rural water supply,the smooth operation of the city,and the sustainable development of the economy and society,which plays an impor⁃tant role in ensuring the security of water source.This study adopted the method of check data and on-the-spot investigation,analyzed the issues of water environment,water ecology,and industry develop⁃ment of the Miyun Reservoir watershed,and proposed the suggestions from the water ecological space management and control,behavior control,ecological restoration,and implementation mechanism.Final⁃ly,it was concluded that the next step was to strengthen the Miyun Reservoir watershed spatial layout,strengthen the constraints of the two lines and three zones as well as the control of industrial develop⁃ment,to provide a reference for the water ecological space protection of Miyun Reservoir.
