不同投入产出评估导向下的广东省重点实验室运行效率研究

基于2013—2018年广东省197家重点实验室作为样本数据,综合考虑依托主体的价值导向作用,将样本分为高校、医院、研究院所、企业四组;在梳理以往文献研究的指标基础上,分别建立人才队伍、学术研究、创新研发、成果转化4个评估体系,采用CCR、BCC模型对四组样本的投入产出效率进行分析。研究结果表明,不同指标体系下四组样本的效率特征存在明显差异,人才队伍是影响高校、医院学术研究投入产出效率的主要因素,科研项目经费是影响企业、研究院所投入产出效率的主要因素。提出了基于不同评估导向的运行效率分组评价方法,以期为合理评价广东省各类科研平台创新效率提供新的视角。

Based on 197 key laboratories in Guangdong Province from 2013 to 2018 as sample data,the paper dividedthe samples into four groups:universities,hospitals,research institutes,and enterprises,taking into account the value-oriented role of the relying subjects;on the basis of combing indicators from previous literature studies,the paper established four assessment systems for talent team,academic research,innovation R&D,and transformation of results,and CCR and BCC models were used to analyze the four groups of samples.The research results show that there are significant differences in the efficiency characteristics of the four groups of samples under different index systems,and the talent team is the main factor affecting the input-output efficiency of academic research in universities and hospitals,while the research project funding is the main factor affecting the input-output efficiency of enterprises and research institutes.This paper also proposes a grouping evaluation method for operational efficiency based on different assessment orientations,with a view to providing a new perspective for rational evaluation of innovation efficiency of various research platforms in Guangdong Province.
