摘要
构建DEA-Malmquist模型,测算中国省级自然科学基金管理效率,分析不同区域发展状况,并对其原因进行分析。结果表明,中国省级自然科学基金综合管理效率平均值为0.849、技术管理效率平均值为0.895、规模管理效率平均值为0.956,技术管理效率与规模管理效率之间存在一定差距,技术管理效率是影响中国省级自然科学基金管理效率的主要因素。DEA测算有效性表明,7个省级地区的自然科学基金管理效率为DEA有效水平,山西、河北、新疆、辽宁的自然科学基金管理效率为较低水平。2015—2019年,中国省级自然科学基金技术管理效率为降低趋势,技术管理效率是影响综合管理效率的主要因素。基于以上研究,提出明确省级自然科学基金功能定位、立足区域发展特点开展项目资助、建立基于效率的项目绩效评价体系等对策建议。
This paper constructs the DEA-Malmquist model to measure the management efficiency of China's provincial natural science funds,analyzes the development status of different regions and the reasons.The results show that the average of comprehensive management efficiency is 0.849;the average efficiency of technology management is 0.895;the average of scale management efficiency is 0.956.There is a certain gap between the efficiency of technical management and the efficiency of scale management.The efficiency of technical management is the main factor affecting the management efficiency of provincial natural science funds in China.The effectiveness of DEA calculation shows that the management efficiency of natural science funds in seven provinces is DEA effective level,while that of Shanxi,Hebei.Xinjiang and Liaoning is relatively low.From 2015 to 2019,the technical management efficiency of provincial natural science funds in China was decreasing,and the main factor affecting the efficiency of comprehensive management was the efficiency of technical management.This paper proposes to clarify the functional positioning of provincial natural science funds,carry out project funding based on the characteristics of regional development,and establish an efficiency-based project performance evaluation system.
