摘要
以广州市为研究样本,分析科技创新对我国城市经济增长的影响及变化情况。为确保分析结果的准确性,运用超越对数生产函数、公式法和经验参数法对2001—2019年广州市科技创新对经济增长贡献率进行测算和评估。研究发现,受加入WTO、创新资源基数较低以及制度红利等因素影响,广州在2001—2008年间科技创新贡献率有较大提升。2013年以后,随着我国经济发展进入新常态,经济增长对新技术的质量要求更高了,且经济增长方式从原来依靠外资技术外溢性带来的技术推动开始向依靠自主创新的生产模式转变,而转变过程中受国内外市场环境冲击、经济发展模式转变、制度性因素限制增强以及自主创新自时滞性较长等诸多因素影响,以自主创新为主的新技术对区域经济增长推动作用在短期内发挥的作用相对有限,但从长期看推动作用呈不断增强的趋势。
Using Guangzhou city as the research sample,the paper aims to analyze the impact and changes of science and technology innovation on the economic growth of Chinese cities.To ensure the accuracy of the analysis results,the contribution of science and technology innovation to economic growth in Guangzhou city from 2001-2019 is measured and evaluated using the transcendental logarithmic production function,the formula method and the empirical parameter method.It is found that the contribution rate of science and technology innovation in Guangzhou has increased greatly during 2001-2008 due to the factors of WTO accession,low base of innovation resources and institutional dividend,etc.After 2013,as China's economic development enters a new normal,economic growth requires higher quality of new technology,and the economic growth mode starts to shift from the original technology push brought by the technology spillover from foreign capital to the production mode relying on independent innovation,the transformation process is influenced by the impact of domestic and foreign market environment,the change of economic development model,the enhancement of institutional factors and the longer time lag of independent innovation,etc.The role of new technologies mainly based on independent innovation in promoting regional economic growth is relatively limited in the short term,but in the long term,the role of promotion is on the trend of increasing.
