欧盟对于新冠肺炎疫情的应对和防控——基于世界社会理论视角的分析 被引量:1

The European Union’s Response and Management to the COVID-19 Epidemic: An Analysis Based on the World Society Theory

摘要 新冠肺炎疫情对高度互联却又脆弱的现代世界系统产生了前所未有的影响。运用新制度主义的世界社会理论来对目前欧盟在疫情应对和防控上面临的问题进行分析,有助于超越研究中的国家中心主义或欧盟中心主义,与欧洲研究中的"社会学转向"产生共鸣。文章从世界社会理论视角出发,在更广泛的世界社会背景之下分析欧盟对于新冠肺炎疫情的应对和防控,通过"同构"过程来分析欧盟应对新冠肺炎疫情的三个阶段,并从"脱钩"说明欧盟在疫情应对过程中显现出的问题,在此基础上,结合"扩散"机制可知,欧盟应在加强医疗保健治理的集中化、强化信息和数据安全以及增加卫生保健系统的弹性和可持续性等方面进行改进。 The COVID-19 outbreak has had an unprecedented impact on the highly interconnected yet fragile systems of the modern world. Using the world society theory of neo-institutionalism to analyze the current problems faced by the European Union in the response to and control of the epidemic is helpful to transcending nation-centrism or Euro-centrism, and resonating with the "sociological turn" in European studies. From the perspective of world society theory, this paper analyzes the European Union’s response to and control of COVID-19 in the context of a broader world society: the three phases of the European Union response to COVID-19 are analyzed through the process of "isomorphism";and the "decoupling" illustrates the problems in the European Union’s response to the epidemic, based on this, according to the diffusion mechanism, the European Union should make improvements in strengthening the centralization of health care governance, strengthening information and data security, and increasing the flexibility and sustainability of the health care system.
