雾霾污染、党组织嵌入治理与企业绿色创新——基于党的十九大召开的微观经济影响分析

Haze Pollution,Party Organization Embedding and Corporate Green Innovation:An Empirical Analysis of Microeconomic Influence Based on the 19th National Congress of the CPC

本文利用2015—2019年城市空气质量和重污染行业上市公司的相关数据,研究发现雾霾污染会倒逼企业进行绿色创新,党组织嵌入治理在上述关系中发挥了正向调节作用,且该作用在党的十九大召开后更为显著,同时企业环保制度文化和政府补助在党组织嵌入治理发挥调节作用的路径中扮演了中介的角色。进一步分析发现,在党组织嵌入治理的细分因素中,党组书记兼任董事长所发挥的调节作用在党的十九大召开后更加凸显,且政府补助中介传导有效性的明显提升是党组织嵌入治理调节作用在党的十九大召开后更为显著的原因之一。回顾建党百年历程,中国共产党始终将改善民生、增强人民福祉作为重要任务来推进,良好的生态环境作为最普惠的民生福祉,其事关中华民族永续发展和"两个一百年"奋斗目标的实现;本文证实了党组织嵌入能够推动企业"绿色治理"并强化党的号召在企业中的贯彻执行,相关结论为党的十九大召开在发展绿色经济和加强党的全面领导方面所产生的微观经济影响提供了佐证。

Based on the relevant data of domestic urban air quality and listed companies in heavy pollution industries from 2015 to 2019,this paper finds that haze pollution can force companies to carry out green innovation,and Party organization embedding plays the positive regulatory role in the above relationship which is more significant after the19 th National Congress of the CPC.In addition,corporate institutional culture of environmental protection and government subsidies play the intermediary role in the path for the Party organization embedding to play its regulatory role.Further analysis shows that the regulatory role of party organization secretary as chairman of the board is more prominent after the 19 th National Congress of the CPC,and government subsidies only play the intermediary role after the19 th National Congress of the CPC which may be one of the reasons why the regulatory role of Party organization embedding is more significant after the 19 th National Congress of the CPC.Looking back on the centennial course of the founding of the CPC,the CPC has always taken improving people’s livelihood and enhancing people’s well-being as an important task.Good ecological environment is the most inclusive people’s livelihood and well-being,which is related to the sustainable development of the Chinese nation and the realization of the Two Centenary Goals.This paper confirms that Party organization embedding can promote the"Green Governance"of companies and strengthen the implementation of the party’s advocated in companies.The relevant conclusions provide evidence for the microeconomic impact of the 19 th National Congress of the CPC on developing green economy and strengthening the party’s overall leadership.
