民营企业投资建设“一带一路”境外经贸合作区的挑战与对策

Challenges and Countermeasures of Overseas Economic and Trade Cooperation Zones Invested by Private Enterprises under Belt and Road Initiative

"一带一路"倡议提出以来,民营企业在沿线市场的境外经贸合作区投资建设稳步推进,投资总体健康有序,投资区域和领域丰富多元,发展前景广阔。当前世界经济正处于合作与摩擦、机遇与挑战并存的深度调整时代,为主动应对贸易和投资壁垒、增强对产业链的自主控制能力、及早布局"一带一路"沿线市场,民营企业需要对园区进行进一步扩容、整合与升级,加快解决融资障碍、规划模糊、政策适配性不足、人力资源短缺等阻碍园区可持续发展的关键痛点。因此,支持民营企业投资建设境外经贸合作区需要多途径破解融资难题、多方合作完善政策支持体系、多管齐下助力企业树立绿色发展意识及制定长远发展规划。

Since Belt and Road Initiative was put forward,private enterprises have steadily promoted investment and construction in the overseas economic and trade cooperation zones:investment remains generally healthy and orderly,investment areas and fields are diverse,and investment has good foreground.At present,the world economy is in an era of deep adjustment in which cooperation and friction,opportunities and challenges coexist.In order to actively deal with trade and investment barriers and enhance the ability of independent control of the industrial chain,private enterprises need to expand,integrate and upgrade the park as soon as possible.However,financing barriers,fuzzy strategic planning,inadequate policy adaptation,short human resources and other issues hinder the sustainable development of the park.Therefore,with the efforts of many parties,it is necessary to solve the financing problems through multiple channels,improve the policy support system through multi-party cooperation,and help enterprises establish green development awareness and long-term development strategy.
