余泥渣土受纳场选址困境与实践思路初探

The method,practice and discussion on the site selection dilemma of demolition waste disposal fields

由于缺乏前瞻性规划,目前深圳市的余泥渣土排放问题已成为城市高质量发展下的“定时炸弹”。回顾深圳市应对余泥渣土问题的历程及规划手段,以深圳市大鹏新区的余泥渣土受纳场选址项目为例,提供一种逆向排除式的选址技术路线,为其他同类型、选址限制条件较多的邻避型市政设施选址提供思路,并建议此类设施的布局与规划及早介入城市总体规划阶段,纳入国土空间规划体系中一并监督实施。

Due to the lack of forward-looking planning,the demolition waste disposal problem in Shenzhen has become a“time bomb”along with the city high-quality development.From the process and planning methods adopted by Shenzhen to deal with the demolition waste and taking Dapeng District in Shenzhen as an example,a reverse-exclusion site selection frame work is proposed to enlighten more thoughts on NIMBY facilities site selection issue.The layout and planning of such facilities should be involved in the city overall planning and spatial planning system as early as possible.
