中日地下空间防灾比较研究

Comparative study on disaster prevention strategies of underground space between China and Japan

我国地下空间防灾减灾研究起步较晚,目前还存在法规不完善、针对性不强等问题。从地下空间防火、防洪与抗震等方面对中日地下空间防灾减灾策略进行对比研究,提出完善中国地下空间防灾减灾的建议。研究发现,中国地下空间在防火和抗震方面已经有较为完备的策略,但是在防洪方面还亟需提升完善;制定灾害风险台账、灾害区划等级图和强化地下空间防灾减灾教育对中国具有重要的借鉴意义。中国需要制定地下空间防灾减灾技术标准和建立管理机制,提升地下空间防灾减灾效率。

The research on disaster prevention and mitigation of underground space in China started relatively late,and there are still some problems such as imperfect laws and regulations and weak pertinence.This paper makes a comparative study on the disaster prevention and mitigation strategies of underground space between China and Japan from the aspects of fire prevention,flood control and earthquake resistance in underground space,and puts forward some suggestions on improving the disaster prevention and mitigation in underground space in China.The study found that China’s underground space has a relatively complete strategy for fire prevention and earthquake resistance,but needs to be improved in flood control.It is of great significance for China to draw up disaster risk ledger,disaster zoning grade chart and strengthen the education of disaster prevention and reduction in underground space.China needs to establish technical standards and management mechanisms for disaster prevention and reduction in underground spaces to improve the efficiency of disaster prevention and reduction in underground spaces.
