营商环境优化与FDI区位选择--基于从严反腐的准自然实验

反腐败对于营造良好的营商环境,进而推动经济持续健康发展尤为重要。文章利用党的十八大后的从严反腐政策构造准自然实验,基于政策对不同城市营商环境冲击的异质性评估了反腐败对城市FDI区位选择的影响。研究发现:反腐政策显著提升了城市FDI的流入,这一结论在考虑了假设检验和相关干扰因素后依然成立。影响机制检验表明,反腐败营造的良好营商环境,能够通过改善政商关系、提高要素市场发育水平、完善产权保护机制进而影响FDI的区位分布。研究结论为持续从严反腐,营造良好的营商环境,进而强化FDI进入的区位优势,提供了理论与经验支持。

Anti-corruption is essential to foster a sound business environment and thereby promote sustained and healthy economic development.Based on the quasi natural experiment of the party's strict anti-corruption policy after the 18th CPC National Congress,this paper evaluates the impact on anti-corruption on the location choice of urban FDI based on the heterogeneity of policy impact on business environment in different cities.The results show that:the anti-corruption policy significantly improves the inflow of urban FDI,which is still true after considering the hypothesis test and related interference factors.The impact mechanism test shows that the good business environment created by anti-corruption can affect the location distribution of FDI by improving the relationship between government and business,improving the development level of factor market,and improving the property protection mechanism.These findings will provide theoretical and empirical support for China to create a good business environment,attract FDI and promote the coordinated development of regional economy.
