乡村振兴背景下农民工回引的现实意义、问题及有效对策--以四川省自贡市为例

The Practical Significance,Problems and Effective Countermeasures of Migrant Worker Retraction in the Context of Rural Revitalization:A Case Study of Zigong City,Sichuan Province

人才振兴是乡村振兴的保障,然而目前,农村大量青壮年劳动力外出务工就业,乡村发展的人才短缺问题日渐显现。农民工回引对乡村振兴战略的实施具有重要的现实意义,将有效推动城乡要素双向流动,提升农村文明程度,改善农民思想素质。而目前农民工回流还存在着政府重视程度不足、政策宣传度不高以及措施力度还需加大等问题,迫切需要用新的视角和新的方法,去审视和推进农民工回引工作。通过建立农民工信息收集和数据管理系统、建立乡村发展需求对接机制、建立优秀农民工进入体制内的“绿色通道”等措施,让曾经“走出乡村”的优秀农民工“走回乡村”,成为乡村振兴的生力军。

At present,there are still some problems such as the government's insufficient attention to the return of migrant workers,the low degree of policy publicity and the need to increase the intensity of measures,so it is urgent to use new perspec⁃tives and new methods to examine and promote the work of migrant workers return.By establishing an information collection and data management system for migrant workers,a mechanism for matching rural development needs,and a"green channel"for outstanding migrant workers to enter the system,we will enable outstanding migrant workers who once"went out of the coun⁃tryside"to"go back to the countryside"and become a new force for rural revitalization.
