Practice and Thinking on Perfecting Multi-level Healthcare Security System--Taking Shanghai as An Example

本文结合笔者对《中共中央国务院关于深化医疗保障制度改革的意见》学习理解,深入分析总结多层次医疗保障制度体系分层性、协同性、系统性、共担性、发展性的内涵特点。并从上海实践出发,回顾了上海多年来多层次医疗保障制度体系的发展实践,提出了完善多层次医疗保障体系的思考建议。

Based on the author's study and understanding of the Opinions on Deepening the Reform of Healthcare Security System,this paper deeply analyzes and summarizes the connotation characteristics of stratifi cation,synergy,systematicness,sharing and development of multi-level healthcare security system.Starting from the practice in Shanghai,this paper reviews the development practice of multi-level healthcare security system in Shanghai for many years,and puts forward some thoughts and suggestions on perfecting multi-level healthcare security system.
