全过程质量管理和造价控制是相互联系、相互制约、和谐统一的辩证关系。二者都需要经历投资决策、设计、施工、运营维护各个阶段。投资方功能需求是决定造价水平的根本源头;设计文件需兼顾工程品质和工程造价;工程造价确定应以确保各阶段任务实施质量为前提。遵循市场规律,择优选定高素质施工单位,合理界定风险范围,规范签订合同。施工阶段充分发挥监理、第三方检测部门作用,严控变更增量费用;合同双方诚信履约,做到工程质量与造价控制全面统一。

The whole process quality management and cost control are dialectical relationships that are interrelated,restricted and harmoniously unified. Both of them need to go through various stages of investment decision-making,design,construction,operation and maintenance. The functional needs of investors are the fundamental source of determining cost level of the project. The design documents need to consider the quality and the cost of the project. The determination of the cost of the project should be premised on quality of task implementation at all stages,following the market law,selecting high-quality construction units on merit,reasonably defining the scope of risk,and standardizing the signing of general contracts. The construction phase will give full play to the role of supervision and third-party testing departments,strictly controlling the incremental costs of changes,and the parties to the contract shall perform their contracts in good faith. So that the project quality and cost control can achieve the overall unity.
